No longer being a party to the Kyoto Protocol,President Bush reaffirmed the U.S.commitment to the UNFCCC,and the non—interference of the United States towards other states that may choose to ratify the Kyoto Protocol.The U.S.still joined the UN talks on climate change,but only as an observer to the Protocol negotiations.At the same time,however,the Bush administration tried to establish an alternate path to pursue cooperation with other countries on climate issues.The administration engaged in bilateral and multilateral efforts to promote more environmentally—sound development.Many of these programs involved multiple countries and were organized as public—private partnerships,with extensive involvement by aid agencies and relevant industries.Among them.one significant regional effort was the Asia—Pacific Partnership for Clean Development and Climate(APP),a partnership involving the United States,Australia,China,India,Japan,and the Republic of Korea.The paanership was noteworthy because it included the two developed countries that had not signed the Kyoto Protocol(the United States and Australia),as well as China and India.two large—population developing countries which.as developing countries,were not subject to emission reduction requirements The participating countries included half the world’s population and,according to U.S.State Department,included about half of the world’s economic output,energy use,and greenhouse gas emissions.
