Environmental analysis is believed valid for an intelligence analysis at the time of recovery from disasters.We shall discuss the issue analysis and scenario analysis which are especially effective when information is scarce，in chapters 5 and 6.
3.7 Publication of Intelligence
Intelligence activities become diverse during a recovery phase， depending on the information requirement.Depending on the situation， one may or may not obtain a lot of knowledge from public information in the information collection step.An adequate analysis method well suited for the requirement must also be adopted in the analysis step.Since the publications may also include qualitative or quantitative reports， the publication of the various reports obtained by the intelligence activity must also be adequately adapted to the information requirement.
3.8 Heuristics within the Intelligence Activity
In an urgent situation following a great earthquake，there is no time for a detailed intelligence analysis.The management has to react based on results derived from experience and intuition.In the intelligence world，the heuristics that would drive intuition is also called a "mindset".There are merits and demerits to heuristics.The demerits are the following.
Intuition in an analysis may lead to a belief that "analysis is an art".
CIA analyst Morgan Jones points outthat heuristics is the cause of all biases formed during analysis.
On the other hand，it can be considered as a merit in the following ways.
The heuristics that have been developed little—by—little through numerous past mistakes，allow an experienced old hand to make a quick and accurate analysis.
Heuristics are "a shortcut in the mind，leading to judgment and evaluation".At times，we have to judge or evaluate something by carefully thinking，step by step.This process leading to judgment and evaluation is called an algorithm.
